Hex poppet is a lesser work: a small stitched figure that guild artisans make in a Guild during the current Turning, by the method of Tellan, the Keeper of Tallies. It holds no Seal-shard and no hungry spirit. Many poppets exist, and each is pricked once and thrown away.
It is used against another kingdom, not on a battlefield. Each time Aefenna, the Lamplighter's power ebbs and returns, every kingdom gains a turn, and a careful ruler keeps some unspent as stored turns. The poppet takes some of those. Which kingdoms may be targeted follows the rules of the Turning.
Sealborn say the poppet ties a rival's time in knots, so that the turns it gathered unravel before they can be spent. A kingdom that trains Sunward Hand is said to pull the knots tighter.
