Mana whirl is a lesser work: a tightly wound whirl that guild artisans make in a Guild during the current Turning, by the method of Tellan, the Keeper of Tallies. It holds no Seal-shard and no hungry spirit. Many exist, and each spins itself out once.
It is loosed on another kingdom, not on a battlefield. How much it takes is chance. Which kingdoms may be targeted follows the rules of the Turning.
The artisans explain it by a thing every lord knows. The whirl, they say, is a small leak made on purpose and aimed at someone else. A kingdom already short of mana feels it most: when mana runs short, enchantments and barriers begin to drop.
