Royal ultimatum is a long list of demands under a heavy seal. It is a lesser work, drawn up in a Guild with the method of Tellan, the Keeper of Tallies. It holds no Seal-shard, it is Plain, and it is spent once it is delivered.
Some lesser works gamble, and this one gambles on what it takes. Sent against a rival, it exacts a price, and chance selects which. It may carry off a lesser work from the rival's stores. It may take stored turns, the turns a kingdom keeps from each return of Aefenna, the Lamplighter's power. It cannot take turns the rival does not have. The card shows how much each price can be.
Older Sealborn say demands took the place of devouring. Great kingdoms once swallowed small ones whole, until Daegred, the Sunward cast the Law of Equals. Now they send lists.
The Human lineages say a demand sealed by a lord cannot be ignored, only paid, and the one who pays does not decide the coin. The list has no treasure spirit and no hunger. Its only cost is the ordinary one.
