Grand strategy codex

Grand strategy codex is a relic, a unique treasure Tellan, the Keeper of Tallies keeps among the Mnemoliths across every Unsealing. Its pages hold an old piece of Covenant-stuff, the substance of the Seal-shards. Like every made thing it is Plain. Its treasure spirit answers to Wefan, the Weaver.

No maker is recorded, and where its shard lay before is unknown. Cultivators say it was written by a veteran of the Age of the First Sealborn. After Daegred, the Sunward cast the Law of Equals, easy conquest ended, and a mage could only fight their equals. Then every spell had to count. The veteran, they say, wrote down how to make sure it did.

Every mage knows the grain of the ring of affinities. Casting outside one's own affinity costs more, fails more easily and lands weaker. The codex cannot change the ring, but it steadies the hand. While it is held, its holder's spells fail less often, and dispelling costs less.

It is a mage's book. A coreless lord cannot cast any spell, and a relic gives them no core, so the codex's gift passes the lord by.

Heaven weighs relics, so the codex makes its kingdom heavier in Weight, and the Law of Equals it was written under brings stronger rivals within reach.
