Sovereign rod is a relic of Lumen, the affinity of order, law, light and protection. It holds an old piece of Covenant-stuff, the substance of the Seal-shards, bound into a ruler's rod, and its treasure spirit answers to Wefan, the Weaver.
It gives order to two things at once. While it is held, every company in the holder's army is hardier and strikes harder. And the kingdom's geld income rises: the ordinary folk who pay the everyday coin bring in more of it, and a kingdom with more geld keeps its soldiers paid. Unpaid soldiers desert; under the rod, fewer need to.
None of its gifts is cast, so a coreless lord can hold the rod and gain all it gives.
Heaven counts the rod in its holder's Weight, so the Law of Equals sets that kingdom among heavier rivals, and a conqueror can carry it off as spoils.
No one knows who made it. The ordinary folk have their own saying: whoever holds the rod rules well enough that the folk pay gladly and the soldiers stand firm. That is their belief. The rod does not ask whether its holder rules well.
Tellan, the Keeper of Tallies keeps it among the Mnemoliths between Turnings. There is one in each Turning, and if it is lost, its shard returns to his keeping for the recasting.
