Thrall rouge is a relic of Reverie, the affinity of dream, illusion and mind. It holds an old piece of Covenant-stuff, the substance of the Seal-shards, bound into a small pot of face paint, and its treasure spirit answers to Wefan, the Weaver.
It is used once, against another kingdom, and it takes a hero from that kingdom's service into its holder's. Most heroes are Wanderers: foreign souls who serve any kingdom for pay, grow more effective the longer they serve, and leave when the pay stops. The rouge does not wait for the pay to stop. The hero simply turns, and the new master's gold must keep it from then on.
Its hunger is its own ending. The rouge is spent in the using, and its shard returns to Tellan, the Keeper of Tallies. Until then, heaven counts it in its holder's Weight.
No one knows who made it. Wanderers who have been taken by it say they did not feel stolen; they felt newly hired. That is their belief. It says nothing about what their heart demons felt, and no Wanderer claims to know.
Tellan, the Keeper of Tallies keeps the rouge among the Mnemoliths between Turnings. There is one in each Turning, and no copy is made.
