Wilderness is ground the Covenant has fixed, made lasting, but no one has built on. It is one of the nine kinds of land and building a kingdom holds, and the only one nobody raised.
Beyond a kingdom's settled centre lies the Mist, ground the Covenant has not yet fixed. Exploring pushes into it and fixes it as Wilderness. A larger kingdom must reach farther to find new ground, so each stretch costs more than the last; the curve is a convention.
The eight built kinds are all raised on this ground. Until then it asks for nothing: no building time and no cost to hold. A few folk make their homes on it anyway.
Open ground is not idle ground. Heaven weighs a kingdom's ground along with everything built on it, so every stretch of Wilderness adds to its Weight.
